A 33-YEAR-OLD who took an 'up-the-skirt' picture of a six-year-old in a Cheltenham shop could still be a risk to children, a court heard.
Sex offender Daniel Powell avoided an immediate prison sentence last August after he took the picture at his PC World workplace.
But Gloucester Crown Court heard he had failed to comply with a rehabilitation course, intended to help him since he was sentenced.
